In Pakistan, the PTA (Pakistan Telecommunication Authority) operates the Device Identification, Registration and Blocking System (DIRBS) to regulate mobile device imports and curb smuggling. If you are importing a smartphone or buying a second-hand handset, understanding this framework is critical.
1. How DIRBS Works
Every smartphone connects to cellular networks via its unique 15-digit International Mobile Equipment Identity (IMEI) number. DIRBS maps these IMEIs against an official database of approved and custom-duty-paid devices. If an IMEI is unregistered, network access is blocked after a grace period.
2. Verifying Your Handset
Before purchasing any phone, download the official DVS app via the App Store or Google Play, or send the IMEI via SMS to 8484. The status returned will tell you whether the phone is PTA Approved, Blocked, or Unapproved.
3. Custom Duties and Temporary Registrations
For overseas visitors, the government offers a temporary registration facility allowing up to 120 days of network connectivity per visit without customs duty. For permanent residents, duties vary based on device value and must be paid through designated bank branches or online banking apps.
